Back in September 2014, during the acute phase of the armed conflict in eastern Ukraine, Viciebsk human rights activist Leonid Svetik appealed to the Viciebsk city executive committee. It asked him the address of the nearest bomb shelter equipped. To get a plausible answer, it took time.
"January 24 suddenly, for no reason, I was summoned to the commission and said that would send the case to court on placing me in jail for three years. Probably, it will be Harodnia, so the address can be changed", – said after the two-month silence, Viciebsk human rights activists political prisoner Mikhail Zhamchuzhny.
On the eve of the next meeting of citizens opposed to the decree number 3, Viciebsk coalition of Belarusian National Congress has extended the appeal to the people of the city, which supported the protest. It is assumed that the meeting will take place in Victory Square on 26 February. In the first such meeting a week earlier, none of the local leaders of opposition parties and movements did not participate.
Railway District Court of Viciebsk human rights defender Pavel Levinau dismissed the appeal on the steps the deputy head of the district administration Natalya Lepyoshkina, which forbade him to hold a half-hour picket.
In Viciebsk, as well as in other major cities of the country on 19 February there was a spontaneous meeting of citizens who do not agree with the requirements of the so-called "Decree on the parasites." In the city on the Dvina there were thousands of participants, such as on this day in Gomel, or earlier in the capital. But more than 200 people, is not satisfied with the situation in the country, gathered together at the Victory Square – this is not the case since the days of "silent protests" 2011.
