The Ministry of Labour and Social Protection of the Republic of Belarus has promised to consider the proposal of human rights activist Leonid Sviecik in finalizing the draft regulatory act aimed at the prevention of social dependency.
It all started with the fact that in February 2015 Leonid Sviecik addressed to the Permanent Commission of the House of Representatives of the National Assembly of the Republic of Belarus on labor, social security, Veterans and Disabled with a proposal to amend the Law of the Republic of Belarus "On Employment of the Republic of Belarus".
The essence of the human rights of its proposal formulated as follows: to give a formal definition of the term "parasite", as this will determine the uniform of persons who do not carry out work on the territory of the Republic of Belarus and abroad.
Leonid explained that the definition of "parasite" is also necessary to resolve the legal conflict between the requirements of Article 41 (Citizens of the Republic of Belarus are guaranteed the right to work as the worthiest means an individual's self, that is, the right to choose a profession, occupation and work in accordance with their vocation, abilities, education, training, and taking into account the needs of society as well as to safe and healthy working conditions) and Article 56 (Citizens of the Republic of Belarus shall contribute to the financing of public expenditure through the payment of state taxes, duties and other charges) of the Constitution of the Republic of Belarus.
Also a human rights activist suggested that the Law "On Employment of the Republic of Belarus" legal rule obliging the unemployed within one calendar month to be registered with the employment service. According to Leonid Sviecik, the legislatively fixed rate simplify accounting of all unemployed citizens, will allow the education system to provide training in demand in the labor market of workers, engineers, technicians and administrative personnel, to effectively manage human resources.
After reviewing the proposals of human rights defender, on behalf of the Standing Committee on Labour and Social Affairs, its chairman Vladimir Vasilenko said that under current legislation the House of Representatives is considering only those bills that are introduced in the Parliament subjects possessing legislative initiative.
The reply further reported that currently in the House of Representatives for consideration no bills aimed at resolving the issues raised by human rights activist. Therefore, his appeal was forwarded to the Ministry of Labour and Social Protection of the Republic of Belarus for consideration and possible consideration of proposals made in the framework of the planned adjustment of the legislation on employment.
First Deputy Minister of the Ministry of Labour and Social Protection of the Republic of Belarus Leonid Peter Grushnik reported that his proposal for a definition of "parasite" is taken into consideration and will be considered in finalizing the draft regulatory act aimed at the prevention of social dependency.
At the same time, Mr. Grushnik refused to support the proposal in terms of securing human rights activist duties unemployed people registered with agencies for labor, employment and social protection within one month after the loss of employment (dismissal). According to officials, this rule would conflict with the right of citizens to choose a method for producing employment assistance.
Nevertheless, on behalf of the Ministry of Labour and Social Protection of the Republic of Belarus Deputy Minister thanked the human rights activist Leonid Sviecik for active citizenship and participation in solving national problems.
