Monitoring work with the population of the Vitebsk region reveals weaknesses in the housing sector and commercial services. This was reported in the press service of the State Control Committee of Belarus.
The second phase conducted on behalf of the head of state monitoring of executive and administrative bodies and organizations of Vitebsk region on work with citizens and legal entities. In the first stage of monitoring, which took place in the spring of 2014, in view of the interdepartmental working group were Dubrouna and Gorodokski areas and Vitebsk, in the second, autumn, stage - Braslavsky, Verkhnedvinsk and Postavsky areas.
In an inter-ministerial working group, headed by the chairman of the State Control Committee of Belarus Leonid Anfimov, including officials of state control and financial investigations, regional prosecutor's office, regional offices Social Security Fund and the Department of State Labour Inspection.
In the second phase of monitoring the working group members had direct phone line, private receptions at the district and village executive committees and meetings with labor unions and community policing, studied the work of local authorities and citizens. The evaluation of quality of service residents of the three areas mentioned health institutions, culture, education, organizations, trade and consumer services. Analyzes the issues of payment of wages, payment of insurance premiums in the Social Welfare Fund.
As shown by monitoring, in the studied areas continue to have deficiencies in housing and communal services and commercial services, relevant issues of housing and housing privatization (in particular, the determination of its value).
Selected issues require immediate resolution. Residents of the houses on the streets of Forest, Youth, Green Village Borovka Verkhnedvinsk area, which are connected to gas, faced the problem of disconnection from the central heating system "Verkhnedvinsk rajagroservis." To meet the applicants decided to keep the current heating season heating connected homes, citizens explained the need for the equipment housing individual source of heating for the next season, as the heat loss in the village above the average for the region.
At a reception in Verkhnedvinsk executive committee dealt with the fact that in some homes the district center is not possible to perform high-quality social standard for the specification of the temperature of hot water (not less than 50 degrees). To address this issue in Verhnedvinsk required to complete the installation of additional network pumps and perform complex technical measures.
Monitoring confirmed the relevance of the topic timely payment of wages. Thus, in the Braslav district in January-October 2014 wage arrears were absent only on March 1st. Slowly changing situation and is in arrears in payments to the Fund of Social Protection Ministry of Labor and Social Security. In Braslavsky, Postav Verkhnedvinsk areas and payments into the fund has significant debt.
The monitoring revealed that in some organizations have been violations in working with citizens and representatives of legal entities, the facts of red tape in dealing with issues of concern to people.
