Penalty was issued to Mikhail Zhamchuzhny July 21 as a result of which he was deprived of a short-term appointment. Political prisoner himself regards it as a provocation and a method of pressure on him.

According to Mikhail Zhamchuzhny, on the day he made an appointment to the head of the special department to monitor the sending of his complaints.
