More than six months it took Vitebsk district department of the Investigative Committee to examine skeletal remains found near the villages of Chajsy and staves, and decide not to institute criminal proceedings.
Statement by a group of opposition activists of finding human remains have been submitted to the investigating authorities at the beginning of November 2014. Skeletal remains were confiscated and handed over to investigators experts to conduct a comprehensive examination to determine the time and circumstances of death. Investigations were carried out in Vitebsk and Minsk, but their results did not give the necessary data for opening a criminal case.
In a letter to the activists told the investigative body as follows: "The audit found that the prescription of dumping is more than 50 years. Numerous changes in the original form as a result of an extended stay in a place of burial is not possible to determine in vivo and mechanism of limitation of Education damage available on the bone remains, and it is impossible to determine the cause of death, to identify the persons who belong to the skeletal remains."
"Due to the fact that it is impossible to establish the exact date of burial, the status of individuals whose skeletal remains found in a wooded area near villages Chajsy – Drakolle, religious denominations, the burial of skeletal remains charged with special plant civil service – the CCD Vitebsk and Vitebsk region" – the head of the Vitebsk district department of the Investigative Committee of Belarus Alexander Larkіn.
About such a response and waited for the opposition. They did not expect that the government, through its law enforcement agencies will recognize that the skeletal remains belong to those people who were repressed in the 1930s by the Stalinist regime.
In this situation, the opposition does not agree with the refusal to open a criminal investigation department of the Vitebsk regional UK and prepare a complaint against the consequences of the Vitebsk regional prosecutor's office.
