Appeal to the Prosecutor General Valery Misnikov filed after not been able to find the truth at the local level. Earlier, a similar treatment, which reported on the violations of the law by police and judges involved in the repression against journalists – members of the infamous photo shoot with the cells in the birds, the human rights activist appealed to the Vitebsk city and regional prosecutor's office, but to no avail.
Recall that in November 2014 Vitebsk journalists and public activists have joined the worldwide campaign "Stand Up for Journalism". They staged a photo shoot on graffiti background with the image of a bird made of newspaper, which comes out of the cell to freedom. Continuing the theme of the author's graffiti, photo session, participants were holding cells and paper origami birds. The pictures were posted on the Internet, and then became the basis for stakeholder engagement photo shoot in the administrative responsibility – Head of prevention and protection of law enforcement officers of the Railway District of Vitebsk Major Alexander Rybakov and the judges felt that the photo shoot was an unauthorized picket.
In his address in the city prosecutor's office Valery Misnikov tried to prove her staff that the police major Alexander Rybakov and judges of the Railway District Court of Vitebsk Elena Tsygankova and Denis Gubanov, committing violence against journalists and civil society activists who have violated the country's laws and constitution. It is reasonably believed that the task of the prosecutor's office – oversee compliance with the law, and it should scrutinize all reports of illegal acts. However, the city prosecutor's office did not understand, whether the officials violated the police and the law court. The human rights activist had hoped that would help all to understand Minsk. But the appeal to the General Prosecutor's Office is also to no avail. Valery Misnikov very surprised by the attitude of prosecutors to its appeal. He did not intend to act on behalf of journalists and activists punished as their representative. Its purpose was to specify the prosecutor against illegal actions of officials. Every citizen who becomes aware of a violation of the law and the Constitution, has the right to report them to the prosecutor's office – and the obligation of the prosecutor's office to find out whether there has been a violation of the law. But the prosecutor's office, it appears in a different look at the citizens' rights and responsibilities: a citizen can’t just apply to the prosecutor's office with a message about the offense – it is, must be some other proxy...
