The event took place on March 13 near the building, on the street, with the participation of about 30 people. Public discussion has caused great repercussions in the city and a lot of questions. First of all, it remained unclear who was the initiator. Coordinator of the public association "Ecoproject" Galina Pilavets then claimed that organized his social activists, it referred to the executive committee.

For panelists observed about a dozen police officers, including Alexander Kalinowski – Head of Law Enforcement Ministry of Internal Affairs of the Vitebsk Oblast Executive Committee. Attention from law enforcement is primarily due to the fact that residents of Vitebsk with great indignation meet every initiative, which deals with the destruction of green spaces. A public discussion just concerned felling trees 4 and 2 lilac bushes near the library.

Especially a lot of dissatisfaction with city residents expressed in 2009, when by order of the then chairman of the executive committee Alexander Kosinets was reconstructed Victory Square, during which destroyed the park with rare trees. Vitebsk residents still criticized authorities for liquidated green zone. Mentioned this during the current discussion – incidentally, the first in Vitebsk: before cutting down trees in the iconic places of Vitebsk were not discussed even once.

People stated: the destruction of green space is still going on, and not so far from the library – about the restaurant "Zhuravinka". But neither "Ecoproject" or city council discussions were not satisfied. By the way, open criticism of Vitebsk residents decided after making sure that no one will record their names. Indeed, on the eve of the official website of the executive committee came the announcement that discussions will start only with a passport. This fact has kept many people from participating in the discussion. Everything and arrange it at an inconvenient time – at 10 am on a working day.

One of the participants voiced the opinion with which many of those present agreed: in Vitebsk landscaping too often is called the felling of trees and planting new ones, which spent the money instead to keep those that have already been planted. It remains unclear as to what the conclusion reached at the discussion. There was no vote, no account the views of individual citizens – an event seems to have spent "for show".
