It happened on January 15 at a meeting of residents of the neighborhood, organized by the authorities in response to a joint letter by which stood nearly five thousand signatures. Whole neighborhoods in Bilev-1 Bilev-2 and-3 Bilev live more than 20 thousand people. And not a single medical facility here.
Neighborhoods on the outskirts of Vitebsk under the name Bilev began building 10 years ago. Today there are about 23 thousand inhabitants, the only one on all the local children crowded school and no clinic.

Bilev residents travel to other parts of the clinics, so those medical facilities are overcrowded.
Local resident Helen Shabunya collected signatures for the construction of a new facility. Her reaction was struck by Deputy Mayor Vladimir Shlomo:
"At first he said that it was good - such meetings that need feedback ... But they did not talk about what they were asking.
