This is the fourth edition of the yearbook "Gray Book. Chronicle of Human Rights Violations in the Viciebsk region". In addition to the print edition, the authors have placed it on the Internet electronic version that can be downloaded by anyone.

Human rights activist Valery Misnikov believes that everything that happened after the disappearance of his name from the list of members of the precinct commission №17 in Viciebsk can be regarded as a failure to act of the judiciary during the presidential election campaign.
