This is the fourth edition of the yearbook "Gray Book. Chronicle of Human Rights Violations in the Viciebsk region". In addition to the print edition, the authors have placed it on the Internet electronic version that can be downloaded by anyone.
At the end of August the administration of the Oktyabrsky district of Viciebsk district commissions were formed for the election of the President. At first glance, everything is done in accordance with the law. But that's no law stipulates that election commissions were formed on the production principle.
Human rights activist Valery Misnikov believes that everything that happened after the disappearance of his name from the list of members of the precinct commission №17 in Viciebsk can be regarded as a failure to act of the judiciary during the presidential election campaign. Prosecution officials deliberately withdrew from fulfilling their obligations under the state supervision of the electoral process.

Born in Vorša artist Mikola Kupava appealed to the public with an open letter in which he calls attention to the problem of reviving the Vorša Monastery of Basilian. The artist said that the owners of the monument of architecture of XVIII century, which stands for 10 years without a roof and destroyed, totally indifferent to the state of the building. The restoration, which promised to start in April, has not begun.
Coordinator of the organizing committee of the Belarusian Christian Democracy party was summoned to the Viciebsk regional prosecutor's office to take explanations about her story, quoted on the website bchd.info. The activist said that the residents of Viciebsk told her that parents whose children are in high school number 38, took the receipts that they will vote in the presidential election of Alexander Lukashenko.
