Viciebsk city executive committee refused to register citizens' group of the Committee of Viciebsk city public self. The reason for failure - failure to comply with the applicants of the current legislation.

In mid-November, the citizens group held a meeting at which the body was established territorial self - Viciebsk city committee of public authorities. Through the work of the Committee would like the citizens to help the residents of the city and local authorities to resolve local problems.

However, the Viciebsk city executive committee decided that the local congregation was conducted in violation. After all, it can only be called by local councils and the regulatory authorities.

Also, local meetings may be convened on the initiative of not less than 10 per cent of people living in the area. With regard to this requirement Viciebsk almost impracticable - to collect in one place 10 percent of Viciebsk residents not possible, because it is about 30 thousand people!

One Committee member Leonid Svetik regrets that the authorities have refused to cooperate with the active citizens, "When the city is raging economic crisis, when local authorities unreasonably increased taxes for citizens and businesses, when unemployment is rising and rising prices for essentials - the ruling elite's time did not stand apart from the people, and boldly go on the cooperation with its active members."

Committee members believe that the body is badly needed city. Therefore, in the near future we plan to approach the authorities with a proposal that they themselves had a citywide meeting for the creation of the Committee of Viciebsk city public self.
