Pickets "For honest elections, against fraud" was supposed to arrange November 5, three different places of Viciebsk. However, the district administration of the city refused to applicants from the United Civil Party in permits for activities.

Two applications were submitted to the administration of Railway area and one in the administration Pervomaisky. To carry out their pickets UCP members stated crowded places, where, during the current election campaign event organized within the framework of the electoral law: the square in front of the railway station, on the sidewalk near the "Marko City" and on the court in front of the Central department store.

Pickets were to draw the attention of citizens to the absence of problems in Belarus honest, free elections and vote rigging.

As expected, the officials once again referred to the decision of the Viciebsk city executive committee on July 10, 2009 №881 "On Mass Events in Viciebsk", and refused to hold pickets declared. Failures are justified by the fact that the statements referred to in places not included in the list of specific city executive committee for holding mass events.

Almost ten years have no representatives of opposition parties from Viciebsk opportunity to exercise his constitutional right to organize and conduct pickets, rallies and marches. Decision №881 was for the city authorities the easiest means to rejection of local democracy in their aspirations to the realization of the rights and freedoms guaranteed by the Constitution.

In its decision the city authorities reiterated that periods of partial political liberalism limited in Viciebsk, as, indeed, in the whole country, only the time of election campaigns.
