In the formation of Precinct Election Commissions (PECs) Viciebsk district administration did not include in their composition representatives of opposition political structures. Thus, the authorities secured themselves against unpleasant surprises during the vote count.

For example, in the October district of Viciebsk oppositional Belarusian Left Party "A Just World" put forward to the committee of 10 representatives. From the United Civil Party were 9 candidates. However, according to the decision of the district administration, they were not worthy to work in PEC.

As before, almost all Viciebsk commission formed by the production principle. This principle lies in the fact that the commission members are employees of the same company or public organization. Under the strict supervision of representatives of administrations, which are present at the first meetings of the PEC, in the management of such commissions somehow entirely elected by the heads of the enterprises and organizations.

A good example is the personalized part of the precinct election commission of the polling station number 40 Pervomaisky district of Viciebsk. This commission consists of only members of the labor collective of the State Educational Institution "Secondary school number 12", which pushed it in different ways. And though this commission did not formally contradict the Electoral Code of the Republic of Belarus, the practice shows that the Commission, formed in this way, easy to operate due to the dependence of commission members from the employer – the state.
