45-year-old Sergei Suvorov was born and raised in Belarus. Then for a while he lived in Russia, and in 2014 returned to his native Viciebsk. Less than a year here he had to deprive property (vehicle), and thus earnings (Sergey – an individual entrepreneur). And when he wrote a letter to the power of the authorities to grant him the possibility to hold a protest, instead of replying to his home raided by the police, who took him by force to compulsory psychiatric examination.
Now, first things first.
Upon returning to Viciebsk in late 2014 Sergey decided to find a job in the first place: he was registered at the employment center, but in three months it has not offered any work. As said Sergei, unemployment was only 120 000 rubles per month, and the amount of alimony paid to them – 1.17 million rubles.
In connection with non-payment of alimony debts was formed – on the property and the car was seized. But as the car served as a means of business, which he at that time already issued, he was deprived of the possibility of not only making, but also to pay child support and taxes.
According to Sergei Suvorov, seized property was imposed in clear violation of the law, even though his part is no obstacle for the payment of alimony is not dissuaded. Thus, February 10th, 2015, he came to the bailiff at her request.
The bailiff stated that the property seized, but the exact amount of arrears of child support and was unable to name the calculation of alimony debt is not acquainted. It did not provide it and the possibility of a voluntary payment of the debt.
In fact unlawful, according to Sergei Suvorov, a bailiff action, he filed a complaint against Chief of enforcement (PGI) in the Railway District Prosecutor's Office. I note also a statement to the Justice Department of the Viciebsk Oblast Executive Committee. The complaints indicated that the bailiff Dashuk TV issued a decree on 04.11.2014 and 02.02.2015 for the arrest of two cars: the Citroen C4 and Peugeot 406, the cost of which is several times higher than collect debts for alimony. However, a senior judicial officer of PGI Railway District Elena Zaretsky, having considered his complaint, found them groundless.
Hoping to resolve the no-win situation for 2015, Mr. Suvorov has repeatedly appealed for help to various state bodies, including the head of state through the presidential administration. In his address, he asked for clarification on why he was denied the right to work and the opportunity to gain, but the answer is essentially never received.
Trying to somehow defend their rights, in late April, Sergei wrote to Minsk city executive committee to provide him with the opportunity to hold a protest action in connection with the actions of officials, deprived of his property and the right to work (the declared activities SP). But no answer has not received.
And all would do, but their appeals Sergei Suvorov not just ask – he demanded, denounced ("yes they problems of ordinary people"), valued ("always believed that the state is objectively determines the opportunities for citizens and on the basis of the decision makers, realizing their legislation"), complained about the injustice, protest against the violation of their rights and of the legislation – the authorities' response was not long in coming.
We give the floor to Sergei Suvorov: "To me came the police, showed the decision of Viciebsk city prosecutor's office regarding involuntary psychiatric examination, the use of force was put in a car and taken to a psychiatric hospital. I spent a week (May holidays), after which the doctors have drawn the conclusion that I'm healthy, and sent home. I have repeatedly complained about the actions of prosecutors and police in this situation, appealed against their actions, but every time I got answers on the legality of the actions of officials."
But even after going through a psychiatric examination, Sergei Suvorov has not stopped seeking justice. In August, he was once again drawn to the presidential administration. The appeal sets out his vision of the problem and finally asked "to answer, as I, a simple citizen of Belarus, is to blame? No work, and the state is unable to provide me with work, why officials deprive me of the opportunity and have children to earn a living? I have 25 years of uninterrupted service, he worked 19 years in the industry. Coming here for 8 months so no work and have not found. All around just a lie. In the markets of half empty seats, and according to statistics less than 8% PI closed. The enterprises reduce and meager salaries. And where is it? The state earns on debt recovery. Real help from officials there. But the media is only one tale about the prosperity and high wages. About the real needs of no one thinks.
Maybe it's time for real, without unnecessary lies, to start taking each official in place an adequate solution and, above all, take care of its citizens and their interests? I want to know my opinion on the voiced problems and see a real help."
Sergei Suvorov was trying to achieve and bring to justice police officers responsible for violations of the prosecutor's office for instructions on delivering his psychiatric examination. The result was the decision of Viciebsk City Investigative Committee not to institute criminal proceedings.
Sergei Suvorov decided to appeal this decision and has recently appealed to the Prosecutor General. In his complaint, he describes how there is its delivery psychiatric examination:
"There are records of health workers, according to which my blood pressure was 150/80, I had a shot, and I took a pill to normalize pressure. Was prescribed bed rest ... I called again for an ambulance due to ill health. Wait for the ambulance the police did not, it refused to provide the use of force and dragged me out, exposing the risk of my health. I was dragged into the street without clothes (police themselves were in jackets) and shoes (barefoot). As such, dragged on the territory of UZ VOKTsPiN".
"I think that in the case of the case by the court, it will receive the necessary publicity, because the police tortured the delivery of the sick person, witnessed what was my mother received psychological trauma, as well as dozens of individuals who have become participants and witnesses of this" – wrote Sergey Suvorov In his complaint to the Attorney General. He asks for an objective assessment of the incident and bring the deputy chief of the Railway Department of Internal Affairs of Viciebsk Vladimir Katovich to justice.
