The UN Committee on Human Rights (CHR) has taken a few dozen decisions that recognized the rights of citizens of Belarus infringer. The HRC decisions, inter alia, requested the Republic of Belarus to publish these decisions and ensure their wide dissemination in the country in Belarusian and Russian languages. Paul Levinau turned to the Foreign Ministry to find out how to carry out this request HRC, and was told that the state is not obliged to do so.
Standard text, which for several years completing every decision the HRC, which recognizes human rights violations by Belarus, reads: "The State party is also requested to publish these considerations and to ensure their wide dissemination in the State party in the Belarusian and Russian languages."
Human rights activist Paul Levinau decided to find out how the recommendations of authoritative international body is performed by the Belarusian authorities, and the Foreign Ministry sent a request to respect the decisions taken by the complaints of a few people, mostly residents of Viciebsk, including himself.
He asked the Foreign Ministry to inform him where the Republic of Belarus issued a decision the HRC, and explain how these solutions have been extended to the territory of the Republic of Belarus in Belarusian and Russian languages.
Paul's answer came Levinau signed by Deputy Minister Valentin Rybakov:
"With regard to the publication of reports of the Committee, in accordance with paragraph 4 of Article 5 [of the Optional Protocol to the International Covenant on Civil and Political Rights] "The Committee shall forward its views to the State party and to the individual". Other requirements of the Committee in respect of communications under the Optional Protocol is not contained. Therefore, the question of ensuring wide dissemination in the State party the Committee's views on the Belarusian and Russian languages is at the discretion of the State party. According to established practice in the Republic of Belarus considerations of the UN Committee on Human Rights on all messages sent to the Supreme Court, the General Prosecutor of the Republic of Belarus and other competent state bodies."
Foreseeing that the HRC decision the authorities have not issued to the general public, human rights activist asked "distribute" these decisions at least for him personally: "Please... send to my e mail correspondence [mentioned] Decision of the UN Committee on Human Rights" – a request he stated in his address to the Foreign Ministry.
On this, Deputy Foreign Minister said Levinau that send it decide on its own messages is impractical, since the relevant documentation was sent to him by the Office of the UN High Commissioner for Human Rights.
"The direction of your thoughts on the reports of other citizens also consider it inappropriate, including the fact that you can find freely available to all considerations of the UN Committee on Human Rights in the database of decisions of the treaty bodies", – wrote the deputy minister Valentin Rybakov Viciebsk human rights activist and kindly shared it with reference to the specified database on the Internet, which he already knew.
