The incident occurred in Połacak. Police car parked in a parking lot near the store intended for disabled drivers. Runs alongside the citizen made a remark to the driver and took a picture of a police UAZ in the parking lot with the identification mark for "disabled" vehicles. After that the citizen was arrested and taken to the police station.

Arrested Vadim Kozlovsky describes himself:

My friend and I went to the store about 22 hours, and arrives at a police UAZ on parking for the disabled and stopped in front of me. I thought that he will pass on, but he stopped in the middle of two parking places for the disabled. Given that all parking was free. I went to make a point, knocked on the door glass, the door opened Ensign. And there was such a dialogue:

  Comrade lieutenant, I'm sorry, could you show your ID.

Ensign in response:

– I do not understand what you want?

– You are staying on the ground for people with disabilities. Perhaps you have a disability? If not, could you remove your car?

– Which people with disabilities?

– I do not know in Połacak all persons with disabilities. Well, maybe to some hindrance.

– Comrade Ensign, are you not understand? You have taken place specially reserved for the disabled!

 – You are not satisfied with that, you are not disabled? No! Well, come here.

 I say:

– Look how many seats available. Move your car, please.

– Passport do you have?

– No, I went to the store to buy products, do not take your passport.

– Clear.

– Well, you will rearrange the car?

– No, I'll stay here.

– Then I photograph and expose images on the Internet.

– Do whatever you want.

 I say:

– Introduce youreself.

Ensign in response:

I already had two photos. I wanted to make another from a different angle, walked around the car to the other side. There is already a police officer came – almost out of the car, and to me:

 I say:

I asked my girlfriend to tell my father about the arrest. In the car, Ensign forced me to delete the photo, which was his face. I deleted one photo, he was afraid that they would take my cell phone. On my request to introduce Ensign said:

– I'm not required to submit, because you did not present me your passport.

At the police station was Ensign some papers on Vadim and gave them to duty, Major.

Major asked my name, patronymic, date of birth, where I live. On the computer checked the data, said the names of parents and patronymic. All it confirmed that I have a person who is in the database. Major said, "Everything. I no longer detain you, "– and let me go, – said the event Vadim Kozlovsky.

Later, the police came Vadim's father, to find out the reason for the detention of his son. Father a long time not allowed into the police station building, then came out and said to the captain, that the police may deviate from the rules of the road for operational purposes. Like, stop in place for disabled police car is legal. However, the reason for detention captain Vadim explained and could not.

As explained by lawyers, human rights activists, the law states that police can carry out administrative detention for identification, but only to those citizens who instituted an administrative case. In this case, no administrative proceedings was not, and detention is arbitrary and therefore unlawful – a citizen can file a complaint against the warrant officer to the prosecutor or the court.
