Back in September 2014, during the acute phase of the armed conflict in eastern Ukraine, Viciebsk human rights activist Leonid Svetik appealed to the Viciebsk city executive committee. It asked him the address of the nearest bomb shelter equipped. To get a plausible answer, it took time.

On the eve of the next meeting of citizens opposed to the decree number 3, Viciebsk coalition of Belarusian National Congress has extended the appeal to the people of the city, which supported the protest.
