According to the resolution of the employee of the Investigative Committee KS. Kazimirskaya, a criminal case against Dr. Igor Postnov was instituted on the basis of the elements of the offense provided for in Part 1 of Article 400 of the Criminal Code (a knowingly false denunciation of a crime).

Sanction for an act in which, possibly, as a result of investigative actions, Mr. Postnov is accused, – punishment by restriction of freedom for a term of up to 5 years, or imprisonment for the same term.

The basis for the initiation of a criminal case against Viciebsk physician was his entry in the social network VKontakte, where he wrote about beating and torture in SIZO No. 2 UDIN of the Ministry of Internal Affairs of the Republic of Belarus in the Viciebsk region of local activist Rafael Gabriel Solomonovich Shmilholhard (formerly known as Alexander Kirillov) As well as the failure to provide the latter with proper medical care. This illegal action was allegedly committed by the head of the institution Eduard Kurilenko and his staff. It was at the request of Kurilenko that the Investigative Committee had previously carried out an appropriate check.

Shmilholhard-Kirillov was in Viciebsk SIZO-2 from August 15 to November 2, 2016 as an investigator-arrested for a crime under part 2 of Article 205 of the Criminal Code (theft was committed repeatedly, either by a group of persons or with penetration into a dwelling).

Recall, the name of Dr. Postnov became popular in Viciebsk as a result of a number of his videos posted on the Internet. When he was the head of the Viciebsk Oblast Executive Committee Alexander Kosinets, he repeatedly criticized the authorities publicly, for which the local community gave him the nickname "doctor – seeker of truth". For his activities in August-September 2013, he was on compulsory psychiatric treatment and only thanks to the efforts of human rights defenders was able to go free.
