In Viciebsk region local authorities bought continue to struggle with the empty and dilapidated houses in rural areas, however, in practice, on the reduction of such housing measures cannot be considered very effective, but somewhere on the effectiveness and did not speak.
For example, take Čašniki district. Here, from 1 January 2013 to 29 June 2016 of abandoned houses have been identified at all. However, further examination of only one Proziemla Village Council showed the presence of as many as 7 of these houses. Together with village councils the rest of the total number of abandoned houses was 13.
Negligible number of vacant houses for the period identified in the Biešankovičy district – 5, Dubroŭna – 6, Brasłaŭ – 19, Tałačyn – 26. But Dokšycy district became a league leader in the number of abandoned houses – 618, then descending goes Pastavy – 339, Rasony – 278 Vorša – 276 and Haradok – 274.
These regional executive committees indicate a slight increase in old and abandoned houses in the Viciebsk region in 2013-2015: empty – by 0.3%, old – by 3.1%. However, some districts show an increase in two or even three times:
Vorša – 2.2 times more than was empty and dilapidated houses in 2.3;
Rasony – 2 and 2.6 times, respectively;
Vierchniadźvinsk – 3.1 and 1.2 times.
The main reasons for that are empty homes are increasing, it is that there is no decision of the local executive committees for their subsequent use or demolition. Such decisions are not made due to the fact that the designation of housing was not included in the corresponding register records and (or) does not have to apply to the court to recognize these homes ownerless and transfer them into the possession of the region. Thus, in the accounting register of abandoned houses was not a single house in Dokšycy, Dubroŭna, Šumilina, Ušačy, Brasłaŭ, Połacak and Hłybokaje districts. As of August 1, in the general allowance included in only 254 of the 1,414 vacant buildings.
