The formation of committees was held in an atmosphere of secrecy - BHC representative in Viciebsk, Vorša and Dubroŭna failed to get on the joint bureau meetings of local councils and executive committees. The reason for not - that electoral law requires the presence of representatives of public organizations. And the more "monitoring" - as was stated goal of representatives of the BHC.
And human rights, with the exception of Viciebsk resident Paul Levinau, could not get to the formation of commissions. Levin was a witness to the process, since he was nominated in the commission - Pervomaisky district of Viciebsk and Viciebsk Oblast. He explained how to create three regional commissions during a joint meeting of the Presidium of the Viciebsk city council and the executive committee:

Therefore he proposed to vote for candidates in Commission alone: to be the first representatives of the City Council vote separately and individually - the City Council. Human rights activist Pavel Levin was not in the Pervomaisky district nor the Viciebsk Regional Electoral Commission. Regarding the latter, then the formation of the commission was held in general in a strange way, says human rights activist. And why his candidacy was rejected, he does not know:
"Passing a roll call vote, but by what criteria had to choose, it is unclear. Since only the names were called, the names and the method of nomination. Or where the person works or what his education - did not report on the nominee.
I still want to mention artsy approach to the electoral process. In civilized countries in the committee are representatives of the political forces, whose candidate comes to power. And we have the opposite: an initiative group Kalyakin registered, but the commission include the Party of Labor and Justice, for example. And the nominees of the Belarusian Left Party "Fair World" submitted documents, but they are not included. "
Representatives of the party was not included in any of the three regional commissions of Viciebsk, neither Polacak, nor Vorša district commission. Polacak and Vorša situation explain the discrepancy in the documents. A couple of years ago, the city merged with the districts, eliminating the city executive committee. Three years has been given to the fact that the documents have aligned, and other structures. Nevertheless, the Commission did not include party members Nikolai Demidov from Orsha and Anatoly Prokopenko from Polacak - they formally put forward by the city party organization. For the same reason, to participate in the Vorša district election commission did not allow the representative of the United Civil Party Valentina Ignatenko.
