The authors of the applications filed in the administration of the three districts of Vitebsk, are members of the Conservative Christian Party BPF Jan Dzyarzhautsau Oleg Emelyanov and Peter Sarapenya. Purpose of the proposed actions: public condemnation of Russian communist-fascist aggressors who attacked an independent sovereign Ukraine. Pickets have to go from 22 to 24 September.

Representatives of the CCP BPF regularly submit applications to hold peaceful demonstrations in Vitebsk. Over the last few years of such applications were filed several dozen, but no one share of the local government party members were not allowed, referring to the decision of the Vitebsk City Executive Committee "On Mass Events in the city of Vitebsk." Said decision requires the organizers prior to conclude contracts for service activities with doctors, police and service utilities. Practice has shown that it is impossible to meet this requirement: listed in the decision City Council service in every way refuses to conclude the necessary contracts.
