After three days of voting on practically every polling station in Viciebsk voted not less than 15% of the total number of registered voters. The daily gains, as if on cue, is five percent, which is suspected by independent observers – a suspicion that the presidential elections in the country implemented pre-written script.
Chief of interdistrict department of Internal Affairs lieutenant colonel Viciebsk Oblast Executive Committee Alexander Stepanov, first issued "the decision to dismiss the case on administrative violation" of human rights defender Pavel Levinau, and after 9 days of this decision was replaced with a new one according to which Mr. Levinau found the offender.
Removal took place on the first day of early voting, although to this day problems with the registration and polling stations visited did not arise. Removal from the areas was based on the fact, as the head of the commission realized the party nomination in the protocols observers, the chairman of the Viciebsk regional party organization Nikolai Selivashko.

At the end of September, one week before the date of the start of voting, only four political organizations have registered their members observers at polling stations.
On September 23, the first day of duty precinct commissions observer Leonid Gorovoj, who is the coordinator of the observation of the movement "For Freedom" in the Vitebsk region, recorded violations at five polling stations in Haradok where the ballot at the place of residence of voters was made from 87 to 360 people.
