A Vitebsk resident Peter Ivanov sent a complaint against the officers of the government of the Republic of Belarus to the address of Mrs. Margarat Sekaggya, the United Nations special rapporteur on the situation of human rights defenders. He asks to recognize that the officials acted against him as a human rights activist unacceptable manner contrary to the spirit and letter of the "Declaration on the Right and Responsibility of Individuals, Groups and Organs of Society to promote and protect universally recognized human rights and fundamental freedoms."
The declaration referred to by Peter Ivanov in the complaint, was adopted by the UN General Assembly Dec. 9, 1998. He also requested the Special Rapporteur to offer the Republic of Belarus to eliminate the violations and prevent them in the future.
In his address to the UN representative, Peter Ivanov reminded the chronology of events. In March, he addressed a letter to Chief of police Vitebsk Regional Executive Committee Igor Evseeva allegation of violation of the traffic police traffic. When the last of social activists detained Alexei Kischuk and Stas Lavrenov who conducted the action, and drove onto the sidewalk, Ivanov had witnessed the event.
Understood at the request of Lieutenant Colonel Alexander Stepanov. The result of the proceedings: instead of punishing cops offenders punished the applicant himself - he allegedly slandered police officers. Lieutenant Colonel Stepanov was a protocol on administrative violation, and judge Pershamaiski district court in Vitebsk Valentina Kismeroshkina punished Ivanov by a fine of 4 million rubles.
More and more. Vitebsk regional court judge Svetlana Ivanova, to hear appeals in the case, received conclusive evidence that the judge Kismeroshkina grossly violated procedural Executive Code, in ruling against a fighter for the rights of citizens. During the trial she was awarded the audio recording, which confirmed that the judge Kismeroshkina falsified rendered her decision: in the courtroom she was read a version of the regulations, and later received a human rights activist in the hands of a different option. By normal logic, the case would have to return for a new trial, but the judge Ivanov agreed that the trial court did the right thing.
Moreover, after the above-mentioned ships against Peter Ivanov opened a criminal case. This is addressed to the Investigation Committee Chairman Pershamaiski district court of Vitebsk AA Andryushenkov. During the court proceedings Ivanov allegedly insulted the police, for which he now faces imprisonment of up to 3 years.
But this is not enough. Recently, Deputy Attorney Koren'kov Georgi issued Ivanov an official warning about the inadmissibility of violating the law. Peter Ivanov is a citizen of Russia, who has a residence permit in Belarus. So, he was warned that in case of further violations of criminal law or administrative permission to reside permanently in the Republic of Belarus may be canceled. In this case, it is for the month will be required to leave the territory of Belarus no longer be able to freely enter the country where he was born and grew up, and the relationship with the family that lives in Belarus, will be lost.
"As long as I do not put on the duties of human rights activist, I have not had complaints from the Belarusian State as a foreign citizen. But as soon as I started to actively protect the rights and legitimate interests of citizens, I became a "violator" of Belarusian laws," - Peter Ivanov says.
