Viciebsk human rights activist went to the temporary detention center to serve a 15-day arrest, allegedly for alleged participation in unauthorized actions on March 25 and 26.
Since then, the police have made several attempts to put Levinov behind bars. On March 26, immediately after his arrest, he was taken to the IVS, but several hours later he was taken to the ambulance to the hospital. Pressure problems became the basis for delaying the trial of a human rights defender. Only on April 17, and in the absence of Levinov himself, the judge of the Oktyabrsky district court Inna Grabovskaya decided to punish the human rights activist.
Pavel Levinov appealed to Judge Grabovskaya with a request to divide the departure of the arrest into stages for several days, as he cares for the feeble 80-year-old mother. But the installment was not given to him.
The regional court in the person of Judge Irina Smolyakova did not agree to abolish the punishment order. Although he decided to set off the time spent on 15-day arrest from 13:10 to 23:20 on the 26th of March. This is the period from the detention of Pavel Levinov to the moment when he was taken from the temporary detention center by an ambulance. Levinov got under pressure, a hypertensive crisis occurred, and the consequences of the disease led to the fact that to this day his health has not returned to normal.
Pavel Levinov had to get into the cardiological hospital in early May, when the human rights activist was detained at his dacha with his brother. The policemen, referring to the order of the leadership, drove him to serve an arrest in Viciebsk. However, the detainee again got pressure, and from the ITT he was once again taken to the ambulance. True, he had to stay in the hospital for a short time: three days later the human rights activist was ordered to register, saying: "160/95 is normal pressure" ...
While Pavel Levinov was being treated in medical institutions, a human rights activist was being examined at the regional police department. He said that he applied for the cancellation of the punishment by arrest:
"There is such procedure, that the judicial decision can be canceled or punishment is replaced with softer if for this there are sufficient bases. I asked the police to petition the court to cancel the arrest, citing poor health. However, in the regional administration, it was considered inexpedient to what I asked."
On the morning of May 31, Pavel Levinov went off to serve a "day", taking with him a direction from the BHC RPC that he was authorized to study the conditions of detention in the IVS "with the objective of providing an objective assessment of the conditions for serving an administrative arrest to the relevant state bodies and the public."
The human rights activist says that he is going to check whether the rights of those detained in the ITT regarding the receipt of mail, food transfers, meetings with lawyers and so on are not violated. And also for the control of sanitary and other maintenance standards in the Viciebsk ITT.
According to his calculations, the term of arrest should end on June 14 about 17 hours. And on freedom, the human rights defender promises to tell about everything that will be watching the bars for two weeks.
