Collection and recycling of waste, and responsible consumption – talked about this in Viciebsk. Here, in the Regional Scientific Technical Library under the auspices of "ODB Brussels» (Belgium) together with the "environmental decision-making centers" (Belarus) took sectoral discussion on this very important topic.
How to sort waste, where waste from separate containers gets to what Europeans have come today, and how far they are from the Belarusians – it not only learned viteblyane at the event.
First of all have been affected by the legislative aspects and questions concerning the organization of separate waste collection. This is related by an expert in the treatment of waste Olga Volkova:
– The state policy of our country is different from state policy by other countries waste collection, including European, – explained the expert. – Europeans, it aims to reduce the amount of waste generated and to maximize the interest in their use. All these measures, respectively, lead to the fact that environmental impact is minimized.
With regard to the principles by which this can be achieved, one of the most effective – the principle of extended responsibility of manufacturers and importers (the so-called principle of the ROP). In other words, in accordance with this principle, the responsibility for waste management is not the responsibility of the one who generated the waste and on the organization, the importer or manufacturer, who was responsible for their education. In Belarus, this principle is fully approved by law in August 2012 (RRR we – this is a complex home appliances, oil, mercury-containing lamps, batteries).
By the way, according to the Belarusian legislation, our companies have no choice: they have to collect waste separately. But if we talk about costs, the activities for separate waste collection of the population is much more expensive than the activity of waste collection from businesses.
For ordinary citizens who, for example, in a container not throw glass for glass, and, say, mixed waste, penalties – from 5 to 50 base. However, it needs to prove the fact of (remove the camera, etc.).
You can get a fine, and for the disposal of BMP (secondary material resources) in landfills, since according to the law on waste management in general cannot do it, in any form.
What has been done in Belarus for separate waste collection? From 2015, all the shops are containers for collecting batteries. If large stores, they should accept and packaging waste. If specialized, they have to take more and complex appliances.
Gather waste for their further recycling collection points of secondary raw materials and containers. And as for the collection points, there is a green card, which anyone can find on the Internet, which is painted in detail where and what types of recyclables can be taken.
In Europe, for example, as noted by Olga Volkova, on the separate collection of waste deposit system works on packaging waste: here you come to the store, buy a lemonade and the label says that the rate is based on the deposit, ie when you return the bottle in a store or through automatic return you the money. In Belarus for two years conducted research papers and arguments about how do we introduce such a system at home, how much it will cost, and so on, but so far no concrete decision taken.
Learn more about what trends exist in Europe today, said Natalia Blyschik, representative of "Environmental Solutions Center." So, what trends prevail in Europe today:
– Feed people (in France opened a store that sells products subsistence species);
– Fudshering (when there is a large fridge where one puts that have not eaten, and the other can take it). This method, named as above, is quite effective;
– To feed the animals (in Belarus is problematic, as the sanitary legislation food organizations do not have the right to give their waste for animal feed);
– Composting (in Germany, for example, is very clear: a separate container for organic waste);
– Production of biogas from waste (we have some time ago and started to develop it).
The expert also stressed that Europe has announced a boycott of plastic bags. It is no coincidence, because the packaging waste and multicomponent plastic microplastics, and medical waste incineration plants for waste – all these global problems.
We are, of course, not as cool as in Europe. Firstly, not such a great experience, even in the public awareness. Secondly, only begins to form such a concept as a strategic environmental assessment, ie only start to think about all the production cycle of the product. But glad that there is producer responsibility, which is developing.
With regard to the separate collection and recycling of waste should also be noted that Belarus is now going on the same road, which once was Europe. Another question: where in the end we come?
