Formalism and bureaucracy show local authorities in addressing citizens on privatization of dwellings in Vitebsk, Gorodok Dubrovensky and areas. This is evidenced by the results of the first phase of monitoring the work of state bodies and organizations with residents of Vitebsk region, the press service of the State Control Committee of Belarus.
State Control Committee summed up the first phase of monitoring the status of work with the population of Vitebsk region. Interdepartmental Working Group, chaired by a the SCC Alexander Yakobson, in May-June this year have studied the state of the local government with citizens and Dubrovensky Gorodoksky areas as well as in Vitebsk, held meetings with the workforce, with a population of residence, telephone lines line personal reception of citizens.
In some cases, an interagency working group identified cases of infringement of the legitimate rights of citizens, procrastination in solving their problems. Moreover, in both areas and the regional center have been instances of non local legislation regulating the process of housing privatization.
Noteworthy growth in the number of calls for privatization of dwellings. Large number of complaints caused by delays in the privatization of housing due to lack of balance sheet the title documents on premises of public fund. Thus, in such applications Dubrovensky executive committee in January-April this year was three times more compared to the same period last year.
When considering appeals related to the privatization of housing by local authorities admitted facts formalism and bureaucracy. In some cases not provided proper consideration of citizens who do not agree with the calculated value of the privatized housing. In addition, due to lack of appropriate services in the executive committees of clear accounting performance of obligations under contracts of sale of privatized dwellings citizens are not always paid on time payments for privatized housing.
During the monitoring, citizens have repeatedly complained about the late payment of wages. On June 1 121 organizations Vitebsk region (mainly agricultural) had arrears of wages.
Lots of criticism is the work of housing and communal services (of all complaints received by the executive committee and Dubrovno Vitebsk city executive committee, such complaints amounted to 27% in Gorodok executive committee - 32.7%). Basically it questions untimely repair housing, landscaping and other adjoining areas.
There are more complaints about the state of roads in the settlements. So, in Gorodok Executive Committee for 4 months received 23 applications (in January-April of last year was 5), in Vitebsk city executive committee - 74 (33).
With the reduction in the total number of requests for housing, in Gorodok district executive committee, their number increased from 12 in January-April 2013 to 22 in January-April 2014.
In addition, the monitoring of commercial and public services revealed that some stores had expired products are not observed assortment list of goods (4 proven Gorodoksky raipo stores, at 6 stores Dubrovensky raipo) violated sanitary norms and rules of sales areas and etc. For violations disciplinary punished 12 officials guilty to administrative liability with a penalty involved 10 individuals and one entity fined Br12, 2 million.
In the first stage of monitoring Vitebsk Regional Executive Committee for action to address identified deficiencies and violations, bring the perpetrators to justice, prevent arrears in the payment of salaries and reduce indebtedness to fund social protection, improving outreach, enforcement of legislation in the privatization of public space housing.
The second stage of monitoring the status of work with the population of Vitebsk region in November 2014.
