Deputy Chairman of the Vitebsk region of Pershamajski Judge Olga Ilyushonok made a special ruling on the first deputy head of the Pervomai district of Vitebsk Taisii Baglaj (pictured) for breach of its existing law on mass events. The reason was the beginning of the proceedings in court against a high-ranking functionary, was the complaint of human rights defender Paul Levinau.
In considering the civil case it was found that on July 15 Paul Levinau sent to the administration area of the city of Vitebsk Pershamaiski a statement in which he announced the intention to August 4, 2013 public event - a picket.
In accordance with the Law "On Mass Events in the Republic of Belarus", the head of the local executive and administrative body or his deputy must consider the application and not later than five days prior to the public event, in writing, inform the organizer of the decision. However, the response to the statement by the human rights activist was given on July 31 - that is, with a delay of one day, which is contrary to the requirements of the above provisions of the law.
Now, in the court of the district of Vitebsk Pershamaiski expect reports from the Pervomai district of the action taken. And in fact, these measures have to be punitive with respect to the violator of the law - the first deputy head of the administration Taisii Baglaj.
