Of course, for wheelchair users is a big problem living in "homes of the old plan, which lifts and common areas are not designed for the smooth movement of people with disabilities", as stated in the article. However, immediately after the title – "In Viciebsk region the disabled will be relocated to the first floor" – provides statistics. From this it follows that the care of persons with disabilities – is not an innovation, and long-standing practice. Which, unfortunately, is being implemented very slowly. And, in fact, the problem does not solve. So, for the entire 2015 "due to the apartments provided for recolonization" housing on the first floor was only one wheelchair. And even earlier, in 2012-2013 – three more residents of Viciebsk.
A simple analysis of these figures leads to a simple conclusion: to give big promises on the pages of the regional newspaper is much easier than to solve the problem in practice. In Viciebsk region live a few hundred people with disabilities, who for years did not come out on the street and forced to exist in the confined space of their apartments. And the problem is, even the "lucky" to the first floor: the stairs does not provide ramps, and family either have to force employees to do their utilities, or tinkering own from scrap materials.
