The police had forgotten to write that as you can not violate the rules of "Order of improvement and maintenance of human settlements", their very disturbing, says human rights activist Pavel Levinau:
"It is clear violation of Part 2 of Article 21.14 of the Code of Administrative Offences of the Republic of Belarus. The declaration states: "The department of internal affairs administration Oktyabrsky district of Viciebsk inform". And the fact that the declaration put into a transparent "a file" and strapped with tape – looks like it was "cultural", does not help the situation. Under the rules of placing ads and other ads, for this there are special places – stands or boards."
For advertising in the wrong places are provided penalty. And the police, violating the requirements of the law, often makes administrative reports for other similar acts. For example, activist from Mikaševičy Vitaly Kalinowski fined 3 basic units for distributing leaflets about the political prisoners – it just made the report on Part 2 of Article 21.14 of the Code of Administrative Offences of the Republic of Belarus, as well as in accordance with paragraph 17 of Council of Ministers of Belarus №10 / 87 from 28.12.2012 year. Earlier, a similar incident occurred in Navapolacak, where the youth activist Dmitry Dyakov was fined 20 basic units posted on the fence of the park stretching with the letters "BCD".
