Paul Levinau put forward in the Regional Public Oversight Commission republican republican human rights association "Belarusian Helsinki Committee". The Department of justice of the regional executive committee of the corresponding paper aimed to approve the candidacy of the BHC. However, the request was not satisfied.

The formal reason for this decision was the Department of Justice that Paul Levinau was nominated to the Commission as the representative of the republican public association, whereas according to the position of the supervisory commission, approved by the Council of Ministers, "the regional and Minsk city public monitoring commissions with the Department of justice regional executive committees and Minsk city executive committee formed of representatives from local NGOs, the organizational structures of international and national public associations, operating on the territory of the relevant administrative-territorial units of the Republic of Belarus".

Regional public monitoring commissions with the Department of justice of regional executive committees are active in all areas of the country. The purpose of these committees – to exercise public control over the activities of bodies and institutions carrying out sentences and other criminal sanctions.

According to data published on the website of the Ministry of Justice, in the Vitebsk Regional Public Monitoring Commission consists of 11 people. There is no any representative of the human rights organizations as a part of the Vitebsk Supervisory Commission.

All members of the Commission represent different kinds of associations – from sports and sports association "Energetic-Orsha" to the Vitebsk regional organization of the Belarusian Republican Youth Union. The head of the commission, Igor Potapov, a representative of the public association "Russian Cultural Center “Rus”".
