State Control Committee of the Vitebsk region has audited organizations in the region timely payment of wages and reliability of its reflection in the state statistical reports, as well as reviewed received in the first quarter of the complaints of citizens about the facts of non-payment of salaries.
In a number of areas have been established violations of the existing order of payment of salaries, as well as the facts of concealment of the real situation. So, according to statistics on March 1, 2015 the arrears in salary payments for January from organizations Liozno region was absent. However, the inspections revealed violations of the terms of payment of wages totaling 1.3 billion rubles in four agricultural organizations, which also did not submit reports on overdue wages to the statistical authorities.
For example, JSC "Barseevo" salary in January was in fact paid only 2 and 5 March. At the same time the management of "Barseevo" fairly aware of the need for timely submission to government statistics report on the arrears of wages, has reported its presence only after checking the SCC. It should be noted that for non state statistical reporting of arrears of wages director of "Barseevo" previously brought to administrative responsibility, as the chief accountant of the company (three times).
Similarly, despite the existence of arrears in January, did not provide the necessary state statistical reporting of "Liozno rajagroservis", JSC "New Dubrava-Agro" and KUSP "Krynki." As the audit showed, Liozno executive committee does not provide adequate control over the implementation of these business entities area requirements of labor legislation and not taken comprehensive measures to prevent the concealment of the real situation with the payment of salaries, the press service of the State Control Committee.
Business executives, which revealed violations of the order and timing of payment of wages, brought to administrative responsibility. Materials on the failure to submit to the state statistical bodies reporting form 12-m (debt) "Report on the arrears of wages" are directed to law enforcement agencies for the legal assessment of the actions of officials.
Analysis of the test results was made at the board meeting of the State Control Committee of the Vitebsk region. The Board invited the Vitebsk Regional Executive Committee, chairmen of executive committees and proud: to give a principled assessment of the directors of companies and organizations committed violations of labor legislation and government statistics; to bring the perpetrators to disciplinary action up to dismissal (subject to the requirements of Presidential Decree of 15.12.2014 № 5); ensure strict control over the implementation of economic entities legislative requirements and to take measures to prevent the concealment of the facts of the real situation on the situation with the payment of salaries in the district.
According to the April 1, 195 organizations in Vitebsk region had arrears of wages, which is 37% of the 518 organizations, indebted to their employees across the country.
