April 20 was a meeting of members of the Garage-consumer cooperative №3 Vitebsk. For the first time in the last few years to a meeting to collect the necessary number of participants, so the decisions taken by the present members, and finally can be considered legitimate.
At the beginning of the meeting GSK-№3 head of the department of housing and communal services and improvement of the administration of the October District Sergei Saglaev wished to present a fruitful work and the most important task allocated election of the governing bodies of the cooperative. The fact that the last few years, the work of the cooperative management is, to put it mildly, a lot of questions from its rank and file members who, seeking help to answer questions addressed in all power structures – from the administration of the Oktyabrsky district of Vitebsk and ending reception President of the Republic Belarus. But, as is usually the case, the high court sent complaints to those local authorities, which had not helped in solving the complainants voiced their questions. We can only guess how much resentment and discontent has been accumulated in the hearts of people who have been searching for the truth.
The fact that problems existed and handling complainants had a real basis, indirectly evidenced by the fact that of all the members of the board of the cooperative in the report and election meeting was the only one of its representative. Yes, and one that often did not agree with the decisions taken at board meetings. Absent at the meeting and the chairman of the cooperative, which is to keep a record – seems to have failed to find convincing arguments to somehow justify their activities in office. Even the fact that the settlement of the cooperative bank account was opened just a month ago, has much to say about the level of financial transparency and the availability of opportunities for illegal manipulations with cash.
The meeting began Report of the Chairman of the Audit Commission, which was to convince the audience in a lawful use of the guidance GSK funds of the cooperative, which consist of mandatory annual contributions of its members and one-time charges, designed to address unforeseen urgent tasks. The speaker could not find his papers, and when he succeeded, the impression that the contents of the report he encountered for the first time, so the report was crumpled and unconvincing. Especially emotionally reacted to the hall sounded sizes wages prescribed in staffing, and in the amount of money spent on snow removal in little snow this year. Despite the fact that the Audit Commission has not identified in the management of the cooperative any monetary disturbances present began to express their grievances, but never received a response that would accept them.
It should be noted that the representative of the district administration rather successfully influenced the positive work of the meeting, finding the necessary words to extinguish the flames emotional disturbances that arise from time to time at present about the conflicting figures and statements. As a result of productive labor to elect new members of the board of the cooperative and the members of the audit committee. Immediately at the meeting almost unanimously elected the new chairman of GSK №3, it was Nikolai Poloynikov. Who elected leadership must do the work of the Board transparent and understandable.
At the end of the meeting, Mr. Saglaev noted that the co-op is a separate legal entity, so any questions that arise should be addressed by members of the cooperative, building on the existing legislation. As a bright example of active participation in the work of ordinary members of the cooperative, he cited a concrete fact, voiced at the meeting a woman who is present elected to the Audit Commission: one evening she phoned more than two hundred members of the cooperative, with the result that the current collection and acquired the necessary quorum. Thanks to this indifferent attitude can solve any problems and prevent them from worsening.
Participants of the meeting made known claim against the district administration. After all, in their opinion, not everything depends on the work of the cooperative members – local authorities also have their effective leverage over the work of the board of the cooperative. According to the complainants, once the administration supported the nomination for the presidency of individuals who are not even members of the cooperative. And to the complaints of ordinary members responded formally without checking the real situation.
As practice shows, the work of the leaders of GSK, in the territory of the Vitebsk district and the city, there are many, there was always a lot of questions. Malpractice often occur with the tacit connivance of the rank and file members who make no effort to control the activities of their elected officials. It turns out the same as in the state: either people supervises the work of government agencies, and then it – democracy; or state completely dominates and governs the life and activities of individuals and civil society, and then it – totalitarianism.
