For the past six months, Vitebsk human rights activist Valery Misnikov leads battle with Vitebsk city and regional prosecutor's office in favor of independent journalists. And, we should say, until a negative result for the protection of the rights and legitimate interests of independent media.
All rights activist appeals put before officials from the prosecutor's question about the legality of attracting journalists Elena Stepanova and Kastus Mordvintseva to administrative responsibility for taking part in a scandalous photo shoot, which took place in Vitebsk 5 November 2014.
However, the prosecutor's office refused to Misnikov protection laws and the Constitution of violations senior officials - police major Alexander Rybakov, judges Denis Gubanov and Elena Tsygankova who persecuted journalists for their part in a photo shoot.
Thus, the prosecutor Yuri Romanovsky Vitebsk refused to consider the statement of Mr. Misnikova essentially due to the fact that he had no authority to confirm its right to appeal to the prosecutor's office from persons whose rights, according to human rights, have been violated.

Vitebsk human rights activist surprised by this formal approach on the part of the city prosecutor. The complaint to the prosecutor of inaction in the regional prosecutor's office did not give proper result. Attorney Vitebsk region found no violations in the response of its subordinate city prosecutor's office and decided that the prosecutor's intervention was not warranted.
In passivity prosecutors Valery Misnikov sees dangerous consequences for public safety, as this position custody law discourages law-abiding citizens wish to inform the prosecutor's office on cases of violation of the law, in a society cultivates legal nihilism and indifference to violations of the officials of the current legislation.
Having failed to protect the legitimate rights and interests of journalists at the local level, a human rights activist is preparing a complaint to the Prosecutor General of the country. He hopes that the Prosecutor General will pay due attention to its message about abuse by police officers and judges the law and does not require a power of attorney to represent the interests of journalists in the state body.
