This follows from the response received by Pavel Levinau from the October police department of Vitebsk. Human rights activist wrote a letter asking to understand the facts about the spread of the regional center of Soviet flags. The test results were, to put it mildly, strange, Levinau said.
In a statement, Pavel Levinau said that near the shopping center "EVIC" man and woman a few days spread red flags with the hammer and sickle. They adhere to the passers-by, shoved into the hands of the boxes, and then extort money. At the same time, according to Levinau, they express their social beliefs: show passers-by a piece of paper where he wrote the slogan of the action – "Born in the USSR." Therefore, a human rights activist asked the head of the regional police control to verify these facts, find out the identity of distributors, to punish them for unauthorized actions, prohibit them from pestering passers-by and drivers of vehicles violating traffic rules.
Of regional management came the reply that the letter was forwarded to the October Levinau police department, because "EVIC" geographically located in the October district. In the district department conducted an inspection – at least in the materials of the case there are a few reports from employees, Levinau said:
"There are reports that the police patrolled the area, selectively talking with merchants and buyers shopping center, but found no one. It is a great miracle! I went to the police photos of distributors, which are clearly visible face. Meanwhile, remember the infamous photo shoot" with cells and birds . "All participants have established the photos in less than two weeks, including a passerby, who was photographed for the company. And all immediately punished! And then – did not find anyone. And on this basis concluded that the offense was not!"
In response, signed by Senior Lieutenant Sergei Veraksa indeed states that "in the course of the audit of the person (distributors) have not been established. Therefore, an audit, it was found that the actions of unidentified persons do not have an administrative offense."
On the other hand, if the offense is not, then why would seek out those people, says human rights activist. "I just wrote a statement to the police. Do we have anyone who has applied already offender? What kind of offense write to me? If the offense in spreading flags police did not see Pavel Levinau writing warned the police department of the October, which will also distribute the symbolism, only national.
