After an appeal to the Supreme Court human rights activist Paul Levinau succeeded in correcting deficiencies in the work of the courts Railway District of Vitebsk and Lepel District, Vitebsk region, which have resulted from the lack of control by the management of the courts of the activities of their subordinates and improper storage of property.

Given the imperfect human being, it is difficult to imagine a time when individuals cease to violate the law. But a hundred times more difficult to come to terms with the facts, when the role of the offender are the representatives of the judicial system.
Ordinary citizens need to be aware that without their active control over the activities of some officials state is unable to create a fair legal system. In the Vitebsk region as a sort of conscious fighter with the imperfection of the judicial system is not the first time human rights activist speaks Paul Levinau.
Thus, the decision of the Railway district court of Vitebsk on 17 December 2014 for violation of the established order of picketing Mr. Paul was fined 25 basic units (whereas it was 3.75 million rubles). Agree with the unfair, in his opinion ,: The court's decision, contrary to basic democratic principles, Levinau could not. Therefore, through the publication of examples of improper implementation of the legislation by the courts and their servants decided to demonstrate their moral superiority, as a citizen of the arbitrariness of the judicial system.

At first, an explanation for human rights activists appealed to the Chairman of the Railway District of Vitebsk. In addition, violations of March 11, Paul Levinau noticed that "on the building of the Railway district court of Vitebsk on more than two-meter height of the tablet is installed, according to which the court jurisdiction of the Ministry of Justice of the Republic of Belarus", rather than the Supreme Court, in fact.
Noting these facts, Paul Levinau sent to the Supreme Court of mourning, which questioned the legality of his sentence and asked, inter alia, to take urgent action to restore proper order in Railway district court of Vitebsk.

In that respect for national symbols he saw a mockery of the flag and asked the Supreme Court to take appropriate measures.
Complaints sent by human rights defenders in the Supreme Court, were sent to the Vitebsk Regional Court, where the signature of the Chairman Nicholas Hamichenka, Levinau and received answers to questions raised in the letter. Chairman of the Vitebsk Regional Court said that "currently on the courthouse Lepel district, Vitebsk region posted the State Flag of the Republic of Belarus, which meets all the necessary requirements.
