In the autumn of 2013 a native of Polotsk Vitaly Bartash was sent to military service in Borisov. A former soldier and his family are sure this ill health can be avoided in time, but no one from the medical unit was in no hurry to help the soldier.

The criminal case was instituted only against the former head of the infirmary of the military unit, although the soldiers almost never saw the employee. "Only once did it (chief) saw the entire service: when we read a lecture or so passed," – says Vitaly Bartash now.
By the way, at the time of initiation of criminal proceedings, the physician has not performed his duties more than six months – the term of his contract ended a few months earlier, in July 2014, even before the komissovali soldier.
Examination postponed "for later" more than six months
Vitali says that before the army vision problems he did not exist. Medical examination in the military Polotsk found him fit for service. But a month after the service of intercession, during an inspection of a 592-m medical center Armed Forces ophthalmologists revealed serious eye disease – keratoconus. The doctor said, was escorted from the infirmary ensign that a soldier should be sent for examination to the Main Military Clinical Medical Centre of the Armed Forces in Minsk. Although, recalls the words of a former soldier physicians with the diagnosis allegedly could continue service.
Keratoconus – a non-inflammatory disease of the eye in which the cornea thins and takes an irregular shape (conical). This causes a significant and irreversible distortion in the optics of the eye. The disease affects about one person in a thousand, regardless of nationality or place of residence. Until now, keratoconus remains little studied disease, its causes are unclear, and it is not possible to predict the course of the disease after diagnosis. According to the National Keratoconus Foundation USA, a disease provoking factors include the influence of genes, environment and cellular pathology.
The decision to send soldiers to a thorough examination simply ignored in the infirmary. In March and July 2014 two soldiers got to the clinic of the military unit for other reasons, but the problems with eyesight was not recalled.
September 1 Vitaly second time was to physicians in the 592nd Hospital, already complaining of a toothache. Then he spent a medical infirmary nurse, and after a visit to the dentist soldier managed to get back to the ophthalmologist. There pretty surprised to learn that over the first 9 months of any recommended survey about eye disease and was not.
At this time, the doctors discharged soldier eye drops, after which again pointed to the need to apply to the Main Military Clinical Medical Centre Armed Forces of Belarus. Necessary medicine to the young man had to find their own – only a week it helped buy one of the civilian colleagues.
"This medication is needed to extend the pupils and examine fundus and the retina. Doctors from the medical unit did not offer assistance, especially to buy the drug – there was some kind of initiative", – said Vitaly.
But the staff did not hurry to the infirmary to prepare soldiers for the examination. Although the drug was on hand, three-day course of eye drops postponed three times (!). As a result, the procedure was started only a month after the advice of the doctors of the 592 th Hospital.
Finally, in early October 2014 Vitali hit the main medical center Sun in Minsk, where after the test has been established need for eye surgery.
Diagnosis Military Medical Commission (IHC) in the result was: "irregular astigmatism (blurred vision, which is the main symptom – blurred image) of the right eye level of up to 8 diopters, the left eye – to 3.25, due to the progressive keratoconus right and left eyes . The peripheral chorioretinal degeneration in both eyes. The disease received during military service. " The decision was made about unfit for military service with the exception of a military registration – Soldier komissovali.
The question of how to develop the disease affected the delay in the evaluation and treatment by physicians has not been studied.

Already in the private medical center in Minsk, where Vitali promptly addressed after returning from the army, he was diagnosed with keratoconus right eye of 4th degree and keratoconus 2nd degree in the left eye. Treatment had complicated: for rules require a corneal transplant, for the left – operation crosslinking (strengthening and stabilization of keratoconus cornea using a special laser). The guy says that, according to his doctors to cure this disease once and for all impossible. But powerless to stop for a while. And if you avoid heavy physical exertion – that all eyes will be fine.
"In the end, after serving almost a year wasted, not having received timely medical care, I thoroughly lost his sight and now for at least a partial recovery requires not only expensive operations, but also the long wait in line.
