Complaint against the officer in Vitebsk city executive committee members served CCP BPF Jan Dzyarzhautsau, Peter Sarapenya and Oleg Emelyanov. Deputy Chairman of the Administration of Pervomaisky district of Vitebsk Olga Gurchenko responded to their request for a picket, composed in Belarusian, in Russian. Thus, according to the complainants, the official has violated the law on citizens and legal entities, which requires officials to respond in the same language.

Response to a complaint signed by Deputy Mayor Dmitry Sherikov. According to this account, Gurchenko said the law is not violated. Like, the procedure for submission and consideration of applications for mass events is regulated by the Law on Mass Events and the Law on citizens not apply to such appeals in respect of which the legislative acts defined special procedure for submission and consideration.

Nevertheless City Council acknowledged that the official has violated another law – about languages: "Article 5 of the Law "On Languages in the Republic of Belarus" is guaranteed the right of citizens to receive a response to the appeal in the same language. For violation of Article 5 of the Law "On Languages in the Republic of Belarus" in relation to the deputy head of the Pervomaisky district of Vitebsk Gurchenko O.V. will apply disciplinary measures."

What is this "disciplinary action" - the deputy head of the Vitebsk City Council did not elaborate.
