As explained by the Head of the Department for the Protection of Historical and Cultural Heritage of the Ministry of Culture Natalia Hvir, everything that happened in Polotsk - an example or ignorance or disregard of the law.
According to the regulations the Ministry of Culture, local authorities should, together with the National Academy of Sciences "to ensure the implementation of measures for the protection of identified archaeological sites." Simply put - was supposed to be an archaeologist at the Institute of History of National Academy of Sciences. If would have been discovered the foundations of an ancient building (what happened), he would have had the right to suspend work.
In response, the Polotsk district executive committee said that the project documentation was developed back in 2012 and then "the commission representatives of Polotsk National Historical and Cultural Museum-Reserve, for unknown reasons, were not included."

However, as noted Natalia Hvir, the Ministry of Culture is not required. There have not received from Polotsk authorities answer to the main question: why was not from them request authorization from the Ministry and no one called archaeologists, without which no action at all on the territory under the protection of the state, can not be carried out.
All these gross violations, as they say in the order of the Ministry of Culture, should lead to administrative responsibility perpetrators.
