Purpose of the action, to be held August 4, is familiarization with the fact that residents of the presence of political prisoners in Belarus established Belarusian public, international and Belarusian human rights organizations. The initiator of the campaign is a human rights activist Leonid Svetsik.
"Despite the fact that recently was released under an amnesty Belarusian human rights activist, head of the HRC "Viasna" Ales Bialiatski in Belarus behind bars are still seven political and social activists who were prisoners of conscience. Therefore, the Belarusian authorities must raise the question of their speedy release and rehabilitation. Claimed picket is an attempt to remind residents of Vitebsk on political prisoners in the country, affect the opinion of citizens, contribute to the formation of their active citizenship" –Leonid Svetsik said.
In its application to the administration of Vitebsk Railway defender reminds local authorities that the right of citizens to freedom of expression and the right to peaceful assembly are the most important political rights.
Over the past few years to realize these rights in virtually impossible barrier rises Vitebsk City Council decision number 881 of July 10, 2009, pursuant to paragraph 3 of which the organizers of mass events held without the participation of public authorities are obliged to attach to their applications agreements with several institutions organizations and service shares. According to Leonid Svetsik, picket, for which he has applied, will be held with the participation of the state, as held in place, especially certain executive committee. Therefore, the human rights activist, in this case there is no need to meet the requirements of paragraph 3 of the above decision.
This circumstance Leonid Svetsik separately drew the attention of officials, who will make a decision about his application. He asked them to provide in the event of public order, health and public services by the state, as well as to "take measures to prevent members from picketing possible provocations and illegal actions of the police during the preparation and holding mass events, as well as after its completion".
