The Połacak regional executive committee banned holding a rally on the city square on March 26 at 12 o'clock. The application for the event was filed by a resident of the city Eugene Parchinsky. About refusal to satisfy an application officials of regional executive committee have informed Evgenie directly in a hall of executive committee during consideration of this application. The written prohibition was issued to Parchinsky signed by the deputy chairman of the district executive committee.
For consideration of the statement about the meeting, Yevgeny Parchinsky was invited to the regional executive committee. The representative of Eugene, who came with him, the officials of the district executive committee were forbidden to attend together with him at a meeting of the commission.
Representative was Nikolai Sharakh, deputy chairman of the Free Trade Union of Belarus in the Vitebsk region. The deputy chairman of the district executive committee Petr Petkevich stated that he did not read the Constitution of Belarus, therefore he does not understand the meaning of article 62, which guarantees that "everyone has the right ... to use at any time the help ... of his representatives in ... local government ... and in relations with officials ".
The commission of the district executive committee out of five people banned the rally and warned the applicant that the authorities would arrest the participants of the unauthorized rally, if it takes place. The commission of the executive committee included: deputy chief of the ideology department, Natalia Ganebnaya, police chief Viktor Vorobyev, head of the legal department – Parfyonova Angelica, case manager – Trukhanov Sergey, deputy chairman for social issues – Petkevich Petr.
In the application filed for the rally on March 26 in Połacak, it is said:
"The purpose of the rally: – protection of social and political rights of citizens of Belarus; – an expression of protest in connection with the adoption of Decree No. 3 "On the Prevention of Social Dependence"; – protest in connection with the increase in the retirement age; – uniting the efforts of citizens in the struggle for their social and economic rights. "
The written prohibition of the district executive committee says: "Your application for a rally was considered by the Połacak District Executive Committee. Due to the fact that your application was submitted in violation of articles 5, 6, and 9 of the law of the Republic of Belarus on holding mass events, the Połacak regional executive committee prohibits holding a rally on March 26 from 12:00 to 13:00. In accordance with article 7 of the law on holding mass measures, a refusal can be appealed in a judicial procedure. Signed – First Deputy Chairman of the Połacak District Executive Committee S.D. Yevgeny Parchinsky said that representatives of the district executive committee spoke politely, but warned that if one of our friends and acquaintances came to the rally on March 26, they would take the most active ones, as they did in other cities.
"The meeting will take place in any case, because the same president said: Do not prevent people from gathering in the squares. Therefore, people will come and will express their will about how we are now living, "said Yevgeny Parchinsky.
And at this time, the authorities ordered to begin repairing the old tile in the central square, where it is planned to hold a people's rally against Decree No. 3. Workers changing the tile, reported that the repair will last several weeks.
