1January 15 the extraordinary conference of the primary organization of the Belarusian Independent Trade Union of Miners, chemists, refiners, energy, transport, construction and other workers, workers of "Naftan". The reason for convening the conference was the situation with the harmonization of provisions of the draft collective agreement proposed to be signed, 2014-2017.
The fact that the Commission on the formation of the collective agreement and the company's administration involved ( by the employer ), and representatives from Belkhimprofsoyuz and BNP ( by unions ). Work was carried out efficiently and in a businesslike manner, and the presence of a representative from the Commission on Independent trade union was not put into question any of the parties. But only until the moment when they began to discuss the right to sign the document ( collective agreement ). Here then began carping about the legitimacy of the independent trade union.
Independent trade union was higher non-partner behavior "colleagues profsyuznikov " and because of their smaller number of union members agreed to a compromise and was ready to delegate the signature representative of a larger union organization, but with the proviso that the Independent Trade Union defends his union members under the collective bargaining agreement as well as their Belkhimprofsoyuz.
But Belkhimprofsoyuz offered the option of the collective agreement in which an independent trade union is not mentioned. According to Proposition Belkhimprofsoyuz collective agreement had to be concluded between the company, represented by its CEO and employees, " on whose behalf primary organization " Naftan " Belarusian trade union of workers in the chemical, mining and petroleum industries, represented by the chairman of the trade union organization of primary "Naftan" Belkhimprofsoyuz Rogowska Olga. "
With such edited independent union collective agreement, of course, could not agree more, but Belkhimprofsoyuz stood his ground. Chairman of the executive bureau of the independent trade union had nothing to do, create a list of disagreements and join the labor dispute with the employer.
For this it was necessary to convene an extraordinary conference, where the employer had decided to send a separate request for the conclusion of the collective agreement between the employer ( "Naftan" ) and employees "Naftan" - members of the Belarusian Independent Trade Union through their representative body - the primary organization. Voted - unanimously.
This conference could not be, if Belkhimprofsoyuz was just a little democratic organization. But now the independent trade union has a chance to negotiate and conclude a collective agreement with the employer without Belkhimprofsoyuz.
