Three pickets , one in each of the districts of Vitebsk, were to be held December 10, the International Day of Human Rights. Despite the fact that the pickets were planned as single and duration of each of them would amount to only one minute - authorities found it impossible to conduct without a contract for medical care with doctors, protection from police officers and cleaning the area with scavengers.
Availability of these contracts requires decision number 881 "On Mass Events in Vitebsk", adopted Vitebsk City Executive Committee in 2009. Guide services listed in decision strongly deviates from concluding similar agreements with human rights defenders, social activists and members of opposition parties , so legally hold any share in Vitebsk is almost impossible.
