This decision was taken on November 28 meeting of the Vitebsk Regional Executive Committee , its chairman Alexander Kosinets during consideration of the state of outdoor advertising in the region and the prospects for its development. The current state of outdoor advertising in Vitebsk region and districts Alexander Kosinets criticized.

"There is no system of organization, management and strict control in this area, everything is done randomly. Execution outdoor advertising poor quality, lack of regular updating" - stated the governor, noting that revenues in this area of activity now accounts for a minor. Meanwhile, revenues in this area, according to him, can be quite high. However, it required the economic calculations, business plans and strategy intelligible .

In this regard, Alexander Kosinets instructed to create Advertising Council headed by the Deputy Chairman of the Vitebsk Regional Executive Committee Oleg Mackiewicz and develop an effective program for the development of outdoor advertising. Moreover, in every town and district management area should operate outdoor advertising, which will deal with its development on the ground.
