According to the lawyer, human rights activist Raman Kislyak, Kovalev's native challenged the refusal of the Department of Corrections to provide information on the place of his burial in the Ministry of the Interior. A second violation is that the refusal to disclose the burial place of the native state agencies refer to Art. 175 Part 5 of the Criminal Executive Code, which does not meet the requirements of Art. 7 of the International Covenant on Civil and Political Rights, which prohibits torture and ill-treatment.
