Social activists and human rights activists Połacak and Navapołacak held over the weekend round-table to discuss solutions mismatch executive committee on mass events to the current legislation.
According to the decision of Navapołacak City Executive Committee №858 of September 9, 2011, the payment of expenses related to the protection of public order, health services, cleaning of the territory after holding the mass action, carried out by the organizer (organizers) events in accordance with applicable law, and copies the availability of these services to the documents forwarded to the city council at the same time, a statement on holding mass events. However, in practice the police to sign a contract is impossible to obtain a permit from the City Council.
Human rights activist Dmitry Solovyov believes this is not quite correct, as the applicants and organizers of events must not advance to obtain a permit to hold a rally or picket, to pay for services for their protection, and the decision of Navapołacak City Executive Committee is contrary to paragraph 5 of the Resolution of the Council of Ministers №207:
"The local executive and administrative body within one day from the date of registration of the application to hold a mass event, send a copy to the territorial authority of the Interior (hereinafter – the WTO) to consider matters related to the protection of public order and public security, and making appropriate proposals".
Not satisfied with the human rights and the lack of choice of venues for rallies or pickets. So, in Navapołacak the only permanent venue for events defined by the city park of culture and recreation, which is more like a forest than a place of mass rest.
The roundtable participants decided to request conform to the legislation in force the decision of the local executive authority in Navapołacak, and then try to do it in other cities. They prepared and sent to the city council Navapołacak related statement of the need for changes in the decision of 9 September 2011.
According to Dmitry Solovyov, human rights activists have previously making such changes in local legislation on mass actions in some cities, for example, in Brest, now try to do it in other places.
