The Navapołacak City Executive Committee asked local activist Mikhail Bionchik, but in the preparation of the shares going to participate a few of the local representatives of the democratic forces. The picket is scheduled for May 7th.

On Sunday at the picket have a chance to visit more people want to hold it in the center of Navapołacak – on the contrary "Praleska" shopping center.

According to his page on FB Navapołacak activist Yevgeny Parchinsky, "the purpose of the action – protest in connection with the adoption of the decree №3« On prevention of social dependency", raising the retirement age; the requirement to return to the work experience period of military service, maternity care, training in high school, period of caring for a disabled person of the first group or a disabled child, as well as an older man at the age of 80 years."

Turning to the authorities, Mr. Bionchik notes that it is entitled to hold a picket in accordance with the Constitution of the Republic of Belarus, the legislation on public events, as well as under the International Covenant on Civil and Political Rights.

The application states that the Law Enforcement, the cleanliness of the place of the picket, and the responsibility for the health of the participants takes on the applicant personally: he is ready to carry a first aid kit with medicines and clean territory after the action, if necessary.

However, the decision of Navapołacak City Executive Committee, which governs the conduct of mass actions, it is recorded that the cleaning should be carried out utilities service, the order is obliged to monitor the police, and during outdoor activities should be organized on duty physicians. And with all of these services need to conclude the contract in advance – before contacting a city council.

As practice shows, these services refuse to enter into agreements with the representatives of the democratic forces and the local authorities on this basis to deny the applicants their right to carry out the action. At least it was during the last years. As regards the latter case, the answer to his application Mikhail Bionchik must receive no later than May 2 – not less than 5 days before the scheduled activists picket.
