The application for holding a picket on April 30 filed a human rights activist Leonid Svetik Viciebsk. The purpose of the event: to inform citizens about how to protect social rights – the right to work, the right to a pension and the right to free health care and education.
In fact, the administration of Railway area of Viciebsk human rights activist filed not one, but two statements. In addition to the application for holding a picket, required by law, and the obligation to ensure public order participants (except for law enforcement bodies), their health care and maintenance of the place of picketing in good condition, Leonid Svetik sent officials to another statement: that the district administration I decided to participate in the event of its representatives.
If so, officials at the statement number two human rights activists will be released from the burden of the conclusion of contracts with the police, doctors and communal services. The requirement to enter into such agreement is contained in the decision of the Viciebsk city executive committee on mass actions, adopted in 2009, to fulfill which in practice has not yet managed to anyone. When the event is held with the participation of representatives of the authorities, according to the contract that decision is not required, and their absence will not be a formal basis for the prohibition of the shares.
However, although human rights activists and hope that local officials will join them on the eve of May 1 together to tell the citizens the protection of their labor and social rights, they are ready for the fact that their initiative does not find support from the district administration officials. According to Leonid Svetik, in which case they will not sign the contract until then, until a permit for the event.
"Failure on the basis of non-submission of contracts will be accepted by me as a deliberate obstacle in the realization of my rights and legitimate interests", – he said the Vitsebsk human rights activist in a statement to the district administration to hold a picket.
