An activist of the organizing committee of the BCD Eugene Anischenko applied for street action, to discuss the problem with their compatriots "frozen" the construction of the new building of Semashko hospital. However, he did not even get a response from the executive committee.

A rally in the city center was scheduled for April 6. However, neither that day nor in a few days before required by law, the response of the executive committee was not, says Evgeny Onishchenko:

"Answer in the mail I received, called the executive committee itself. They said that even supposedly a response sent out a week ago, but probably "lost mail". It is sad to hear this: my appeal so somehow came, and how to respond to citizens under the law – as it were, not necessarily! They said that "you are not allowed, because you do not agree with the doctors, the utilities and the police on duty at the picket." And it is impossible to agree with them: even in 2012, when we wanted to organize a picket of emergency bridge, we also tried to conclude a contract. Even through the courts. Lawyers from the police and health centers have unanimously declared that they do not even have the price list for services on the orders of private persons and the provision of such services is not part of their professional duties. Thus, another picket in Vorša banned, and all mass actions at the initiative of civil society activists in the city was in 2009 – since then, when the executive committee changed requirements for filing.

Meanwhile, the problem of "frozen" building clinics – quite painful for the citizens. The new ten-building, construction of which began in 2012 and which is being built for the funds of the regional budget, planned to place a neurological, cardiac, intensive care and other departments. Revealed they were a few years ago, but construction will not be completed: in 2015 the work stopped, and they promised to resume only in the second quarter of 2016.

However, it has already begun, but there are no people on the construction site, and the technique is still not enabled.
