Pickets, requests for which Pavel Levinau filed in the administration of the Railway and the Pervomaisky districts of Viciebsk, were to be held on December 10, International Human Rights Day. Authorities ban them, despite the fact that the duration of each of the two stocks in accordance with the requests, was only... one second.
According to the deputy head of administration of the Railway District Alexander Ilmovich even one-second rally requires diligent work of physicians, public utilities, and police officers on its service. It is the absence of agreements with them at the Viciebsk human rights activist gave him an excuse to ban the event.
Unlike his colleague, deputy head of the Pervomaysky district administration Mikhail Atayev apparently realized that it is inappropriate to require a service contract as transient events. He found more formal basis for the ban picket Pavel Levinau once brought to administrative responsibility for taking part in an unauthorized mass event – was photographed together with journalists and public activists from Viciebsk paper cells and birds in their hands.
According to the law "On mass events", the person who committed a violation of the order of organizing or holding mass events within one year after the imposition of an administrative penalty for such a violation can not be the organizers of the events. And although after a scandalous photo shoot, for which seven members were punished, it's been more than a year, the decision about bringing to administrative responsibility Levinau came into force later, December 30, 2014.
The stated purpose of pickets that are now most likely will not take place: to assist government institutions in strengthening and development of human rights, promotion of the documents in support of human rights and public expression of opinion on the issue of human rights violations. If disobeying Pavel Levinau still dare spend one-second pickets on December 10 he will face a fine or administrative arrest.
