All pickets – one in each of the three districts of Viciebsk – were to be held on Sunday, October 25th. Their goal: to express a strong protest against the deployment of Russian military bases on the territory of the Republic of Belarus, which could lead to loss of independence and sovereignty of the country, on the model of the Russian annexation of the Ukrainian land by military means.
The applicants received from the deputy district administrations Viciebsk standard explanations of the reasons for the ban shares, saying that to applications for mass actions were not added to the utilities contracts, doctors and police officers, as required by the decision №881 Viciebsk city executive committee of 10 July 2009 "On mass events in Viciebsk".
Officials ignored the applicants' proposal to representatives of regional administrations also participated in the pickets (if public events are held with the participation of the authorities, there is no need to enter into such contracts). There was also ignored the request of activists of the CCP BPF to instruct the appropriate services required to enter into contracts, if the authorities refuse to take part in the picketing.
Failure to comply with decision №881 is a formal occasion, on the basis of which the local authorities Viciebsk prohibit peaceful opposition rally in years. Make a decision number 881 is impossible, as listed in its service, as a rule, refuse to sign the necessary contracts.
