April 29 the members of the organizing committee on creation of the public, "Chajsy" initiative held their regular meeting. Jan Dzyarzhautsau as head of the initiatives introduced to like-minded people with the work done over the past two months.
As he explained, created with the executive committee of the Viciebsk district a special commission, which must decide the fate of human remains found in the woods north of the village of Chajsy, running slow, so for February and March by the initiative several requests have been made in a number of state institutions. Recall that the initiative aims to identify places of mass repressions and giving them the status of historical and cultural values.
In its requests to the KGB department for the Viciebsk district the applicants were asked to report on the availability of documents containing information about the place of execution and burial of the victims of Stalinist repression of the 1930 – 1941. in the vicinity of villages Chajsy and Drykolle (first call), but also in the entire district of Viciebsk (second treatment). As it turned out, the data about the place of burial times of political repression in the archives there are no agencies.
The third appeal, which has become a logical continuation of the previous two, was made as to whether the documents relating to the entire territory of the Viciebsk region and the city of Viciebsk. And what, do you think got the answer? True: information about the location of mass graves repressed throughout the Viciebsk region, Viciebsk and in particular, no.
The next request was made by the KGB of Belarus. A Minsk KGB not added anything new: according to them, no information about the burial sites of the repressed in the Viciebsk region metropolitan archives do not contain. It turns out that the agency has not even taken care of relative independence for twenty years to find so important to identify the historical truth information. After the failure of the Viciebsk Regional Executive Committee to issue a copy of the report on the results of last year's activities of search battalion in a forest near the village of Chajsy, in February 2016, activists initiative made a similar request directly to the commander of the 52nd separate specialized search battalion in / h 28443 A. Trubeko. The answer to this request, acting commander of the military unit Major I. Kostin. In his reply he said that the act of completion of field prospecting located in the Viciebsk Regional Executive Committee, which proposed and seek the applicant.
So, we get a vicious circle: the executive committee is forcing activists refer directly to the command of the military unit and the military refer the applicant back to the executive committee.
It did not help anything and find out the complaint on refusal to provide information to the commanders of the military unit in the Office of perpetuating the memory of Fatherland Defenders and the victims of war. The answer to this complaint came from the Main Directorate of Ideological Work of the Defence Ministry, which acts Acting commander in / h 28443 recognized as lawful. And, as assured ideologues, the applicant's right to information has not been violated.
At the end of a long bureaucratic response Defense Ministry voiced ideologues do not just conclude supposedly obvious connection burial near Chajsy with the period of the Second World War. Perhaps, this mantra is repeated in newspaper articles and official responses, it is the primary version of the authorities.
Analyzing the response to treatment of various departments sent an extensive state machine Dzyarzhautsau Yang came to the conclusion that in order to preserve its security authority through any media will restrain the activities of independent civic initiatives. After all this activity, according to representatives of power, undermining the credibility of public institutions and may provoke an increase civil activity of the population, and even lead to a change in the current political system. Activities in such unfavorable conditions requires the members of the "Chajsy" special initiative perseverance and efforts, noted social activist.
